Livelihood Supervisor

POSITION OVERVIEW
The Livelihood Supervisor is responsible for overseeing and coordinating the implementation of livelihood programs of Mindanao Forest for People and Sustainable Livelihoods (MinFor1). It aimed at improving the economic well-being of targeted communities. This role involves supervising field staff, supporting beneficiaries, coordinating with stakeholders, and ensuring that projects meet their goals in a timely, effective, and sustainable manner.
MAIN RESPONSIBILITIES
Program Implementation & Oversight
● Supervise the day-to-day operations of livelihood projects in the project area.
● Ensure livelihood development supports and aligns with the Forest Protection initiatives.
● Monitor the delivery of services and activities, including enterprise development,
entrepreneurial development, agricultural support, and income-generating activities.
● Ensure timely and efficient implementation of project activities in accordance with work plans and donor requirements.Team Supervision & Capacity Building
● Manage and mentor livelihood officers and livelihood associates.
● Conduct regular team meetings and provide technical guidance and support.
● Facilitate training sessions for livelihoods staff and beneficiaries on relevant livelihood topics.Monitoring, Evaluation, and Reporting
● Collect and validate data on project progress, outputs, and outcomes.
● Conduct regular field visits to monitor program quality and beneficiary satisfaction
● Assist in preparing detailed reports, success stories, and case studies for funding and management.Stakeholder Coordination & Community Engagement
● Build and maintain strong relationships with local governments, NGOs, community leaders, and private sector partners.
● Facilitate community meetings and ensure active participation of beneficiaries in program planning and implementation.
● Support market linkages and networking opportunities for beneficiaries.Budget and Resource Management
● Monitor field expenditures and ensure efficient use of resources.
● Assist in preparing procurement plans and requests for project materials.
● Ensure compliance with financial and operational policies.
REQUIREMENTS
Bachelor's degree in Social Sciences, Rural Development, Agriculture, Business Administration, or related field.
At least 5–10 years of experience in livelihood programming, preferably in humanitarian
or development settings.Experience in supervising teams and managing field activities.
Knowledge of value chain development, microfinance, vocational training, or
entrepreneurship development.Strong understanding of gender-sensitive and community-based approaches.
Skills & Competencies:Excellent organizational and leadership skills.
Strong interpersonal and communication skills.
Problem-solving and analytical thinking.
Fluency in Bisaya, Mandaya and other local dialects.
Proficient in Microsoft Office and data collection tools.
Ability to work under pressure and in rural or remote environments.
Preferred:Experience working with international NGOs or donor-funded projects.
Familiarity with local livelihoods context and challenges, especially in IP communities
Monitoring & Evaluation experience using tools like Conservation Appsheet, etc.
Educational Background
Bachelor’s degree (minimum) in one of the following fields:
Agriculture or Agricultural Economics
Rural Development
Social Work
Community Development
Business Administration or Entrepreneurship
Economics or Development Studies
Master’s degree may be preferred for senior positions or in international NGOs.
Work Experience
3–5 years of relevant experience in:
Livelihoods programming
Community-based project implementation
Micro-enterprise development or vocational training
Working with NGOs, CBOs, or government agencies
Experience in supervisory or leadership roles is often required.
Key Skills and Competencies
Project management skills, including planning, implementation, and monitoring
Strong understanding of livelihoods frameworks, such as the Sustainable Livelihoods
Approach (SLA)Experience in market assessments, value chain analysis, or entrepreneurship

Excellent communication and interpersonal skills
Training and facilitation experience
Problem-solving and adaptability, especially in rural or resource-constrained Environments
4. Technical Knowledge Knowledge of:
• Small business development
• Agricultural or vocational training methods
• Savings and loan schemes (e.g., VSLA)
• Gender-sensitive programming
• Climate-smart agriculture (if applicable)
• Familiarity with donor requirements (e.g., USAID, UNDP, WFP, etc.) is often a plus.
